The city's Council Building was designed by Silvestre Pérez in 1819, but the work was delayed and didn't start until 1829. It was finally completed in 1832. The present library is a magnificent building made of masonry stone, limestone and sandstone, combining various colors. The result is this monumental building that seals the plaza de la Constitución (Constitution Square). Its facade, whose design crux is Tuscan-style columns upon a colonnade of five arches, is what really makes this building stand out. The building's finishing touches comprise gargoyles and a coat of arms by the famous Basque architect Ugartemendía, who was in charge of the construction work.
