This building previously served as the headquarters for the miltary in San Sebastian before it was taken over by the local council. Today it houses various municipal services, among which are an exhibition space and a conference hall. The building is situated on one of the corners of the Parte Vieja, opposite the City Hall and the port and is surrounded by iron railings. The building has good views of the sea, and is on the promenade linking La Concha Bay with the Urumea River. It is made of masonry stone, with clear neoclassical influences, and the pediments above the windows are a particularly attractive feature.
